Lai’s 10 October speech: defence ‘to deter war’, Beijing sees ‘ulterior motives’

On 10 October Taiwan’s Lai Ching-te said higher defence spending aims to deter war, not provoke; its 2027 defence budget is a record NT$1.1tn. Beijing’s Taiwan Affairs Office said the speech revealed ‘ulterior motives’; a $14bn US arms package awaits Trump’s approval.

Where they split

European wires and Al Jazeera carry Lai’s deterrence case; Chinese outlets cast his defence build-up as seeking independence by military means, each side claiming the ‘status quo’.

The insight

Even the event’s name splits: Reuters, AFP and Al Jazeera report President Lai’s National Day speech, CGTN a ‘Taiwan leader’ and Global Times a ‘so-called “Double Ten” speech’. Both sides invoke the status quo: Lai says Beijing’s pressure seeks to change it; the Taiwan Affairs Office calls Taiwan’s place in China ‘the true status quo’.

What every bloc agrees on

On 10 October Lai Ching-te said Taiwan ‘cherishes peace’ but will not give up its freedom, and that higher defence spending aims to deter war, not provoke. He welcomed US–China dialogue. Beijing’s Taiwan Affairs Office replied the same day that the speech ‘disregards facts’ and reveals ‘ulterior motives’, restating that Taiwan is part of China.

‘Deter war’ budget set against Chinese air and naval activity

Al Jazeera frames the speech around a record NT$1.1tn ($34.5bn) defence budget and Taiwan’s count of 21 Chinese aircraft and seven ships in 24 hours. It recalls Trump’s May suggestion that arms sales could be a bargaining chip, with $14bn of weapons awaiting his sign-off.
