Washington proposes Russia–Ukraine talks in the UAE; Moscow confirms only a discussion
Zelensky said on 25 September that Washington had proposed technical-level talks between the US, Ukraine and Russia in the UAE, with a date still to come. The Kremlin confirmed such a meeting was discussed but gave no details.
Moderate divergence

Where they split
Kyiv gives the process 10 days, Moscow confirms only a discussion while vowing to achieve its war aims, and Abu Dhabi points to its mediation record.
The insight
Trump and Lavrov both promised to go ‘to the end’ within days: Trump meant the peace effort, Lavrov Russia’s war aims. The UAE’s own statement in the window cites past rounds and prisoner swaps rather than the new proposal.
What every bloc agrees on
Zelensky said on 25 September that the US had proposed a technical-level trilateral meeting in the UAE, with the date still to be set. The Kremlin confirmed such a meeting was discussed in the last Putin–Trump call but gave no details. Earlier 2026 rounds met in Abu Dhabi in January and February and in Switzerland in February.

Kyiv’s asks first; sceptics doubt Moscow wants a deal
US coverage centres on what Kyiv wants from Washington: CBS leads with a drone-defence deal ready to sign, the WSJ with a ‘winter package’ and an expected energy-ceasefire push. The Atlantic Council’s Peter Dickinson argues land-for-peace offers misread Putin’s maximalist aims.

Discussed, nothing more; war aims ‘will be achieved’
Moscow frames the proposal as a follow-up to the 8 September Putin–Trump call: Peskov confirms ‘such a discussion took place’ but offers no details (TASS, Vedomosti). At the UN, Lavrov said Russia’s struggle ‘will be carried through to the end’ and accused Europe of obstructing talks.

‘The Ukraine crisis’, one item among several
Beijing frames Ukraine as one item among several: its 25 September readout of Xi’s White House talks with Trump lists ‘the situation in the Middle East, the Ukraine crisis and the Korean Peninsula’ without detail. It does not mention the UAE proposal.
